Panay River

Historically-speaking, for all great cities to survive (and thrive), they need to be located near bodies of water – as means of transportation, as well as for nourishment.

For Roxas City, that is what Panay River is.  It transects through the city proper and drains out into the open sea. Unlike Manila though, where Pasig River has degraded into near  extinction (mainly due to pollution), the Panay River has remained a healthy river (fish still abounds) and it is still used as an avenue for small boats to traverse Capiz.
